Two audiences, one tool
The leadership board is where leadership talks about what doesn't belong in minutes. Research on distributed leadership shows that shared, confidential case logging is one of the clearest markers of a high-functioning leadership team.
The municipality cannot see individual concerns — but can see aggregated data (number of active cases per priority) at school level, so it can offer support to schools where issues are stacking up.
